Many multinational companies have resorted to outsourced offshore services because of competitive pressures in the global market. The Philippines, with its skilled workforce, became a major player in delivering both ICT services and ICT-enabled business process outsourcing (BPO) services.

Filipino technology professionals deliver significant benefits to outsourcing customers mainly because:

• The Philippines produces highly skilled workforce that is not only technically proficient, but also fluent in the English and other languages as well.

• Filipinos have an excellent work ethic with a high level of employee loyalty and dedication, resulting to low attrition rate.

• Overall national infrastructure (reliable internet connectivity and communication links availability) meets the demands of most global enterprises.

• The country's investment and economic policies have created an "inviting" business climate for American, Japanese and European enterprises.

• The quality of life for expatriates is one of the highest in the region, attracting high-quality expatriate managers and professionals to the country.

Many well-known Fortune Global 500 firms outsource services to the Philippines by establishing their own back-office center or by sub-contracting the said operations. These include America On-line (AOL) in 1998, Caltex (the Asian subsidiary of Chevron) in 1999 and Procter and Gamble (P&G) also in that same year. Most recently, American International Underwriters (AIU), a subsidiary of AIG, established major back-office operations in the country.

Motorola and Fujitsu have regional ICT centers in Manila, providing technical support and application services for the rest of their Asian operations. Several other American service companies also maintain large technical software development centers in the Philippines. Today, Japanese firms have the highest level of investment in the Philippines.

Fujitsu Philippines, Inc. (FPI) was originally incorporated in 1975, with the mission of selling and supporting Fujitsu computer products in the Philippine market. For its first two decades of operations, FPI thus played the role of a traditional hardware vendor, and built a loyal customer base.

In the early 1990s, anticipating the commoditization of computer hardware, FPI embarked on a paradigm shift towards services and systems integration. It strategically re-invented itself as a knowledge-led and service-based business through a massive recruitment and education drive.

This has produced dramatic results. Today, less than 15% of FPI's business is derived from the sale of Fujitsu products. Almost half of the business comes from ICT services, with the balance coming from systems integration.

FPI has become the largest Philippine technology service company, as measured by headcount. Employing over a thousand full-time ICT professionals, augmented by several hundred temporary contractors, FPI has the most diversified technology team in the country.

FPI is a Philippine-based yet globally competitive outfit, combining Filipino skills and work ethics with leading international technologies and methodologies. It is known as the best Philippine ICT group that plans, designs, integrates, implements, and maintains effective application and technology solutions to meet the business goals of large enterprises.

Because of its pool of technology talent, FPI is uniquely positioned to apply brand-independent and best-of-breed technology solutions. FPI has a customer-validated successful track record in designing, building, implementing, and maintaining ICT solutions. This track record involves difficult projects with complex technology architectures, nationwide geographic scope, and tight implementation schedules that earn the company trust and credibility among its clients.

While its primary mission is to be the leading ICT group in the Philippines, FPI also recognizes its social responsibility as a good corporate citizen by supporting the Philippine government's service export thrust.

An intrinsic part of the Fujitsu Philippines' business strategy was to focus on markets beyond the shores of the Philippines. This was driven by the belief that Filipino ICT professionals were good enough to meet the demanding needs of overseas customers. This orientation was also supportive of the Philippine government's drive to promote the export of technology services as part of the country's national economic development program.

To execute its service export strategy, FPI created a subsidiary company called WeServ Systems International, Inc. to initially house the competencies and skills needed to deliver ICT services for the worldwide market. It started with projects coming from the Fujitsu international group of companies and has now expanded to serve independent customers all over the world.

WeServ takes the best Philippine ICT talents, and manages them as a team to develop, implement and maintain applications for customers in other countries. These specialists also employ proven processes for designing, building, deploying, and maintaining new ICT infrastructure for overseas clients.

The company aims to be known as the best Philippine ICT service house that allows customers to focus on their primary business mission, while WeServ works as their trusted partner, providing reliable application and technology services to support their ever-changing business needs.

Customer service is in WeServ's genes. Perhaps for some other companies, ICT service is just another job. For the WeServ employee, being good technology professionals is what they love to do. They live and breathe the ICT service craft. And this passion reflects in WeServ's projects for its customers.

In its pursuit of successful international projects, WeServ will face tough challenges, yet the experience has been very promising. Successful WeServ projects in the USA, Japan, Europe, Australia and Asia will help catapult the Philippines as the next ICT hub in Asia.
